“We believe that characterizing a complex site, such as the [confidential site], using only monitoring wells may involve a high level of uncertainty since these wells are generally unable to provide the detailed subsurface contamination information required.

We therefore suggest that other available techniques/approaches could be used to collect subsurface information with higher resolution. There are new techniques available that by using different tools (such as a combinational Membrane Interface Probe-Hydraulic Profiling Tool and Laser-Induced Fluorescence Probes), can provide geology mapping, identify the relative permeability and dissolved-phase contaminants, and separate phase liquids, at the scale of millimetres and centimetres.

The Ministry needs to know the extent of the VOC contamination, specifically because of the reported interference of the petroleum hydrocarbons. Therefore, we request that alternate approaches to delineation be assessed for the [confidential site].”
